Exhibit A -Scope of Work <br />We will calculate the jobs/housing ratio that <br />would occur with full buildout of the proposed <br />General Plan Update, anticipated in 2030. The <br />jobs/housing ratio will be compared to the ex- <br />isting ratio, and evaluated for consistency with <br />City policy. We will discuss the anticipated <br />demand for affordable housing, based on the <br />population projections and the Housing Ele- <br />ment. A qualitative evaluation of consistency <br />with the City's Housing Element will be in- <br />cluded. <br />Traffic/Circulation. Dowling Associates will <br />prepare the traffic section as consultants to the <br />City. EIP will work with the City and <br />Dowling staff to ensure that the technical <br />study addresses all appropriate issues for the <br />environmental document. It is anticipated that <br />Dowling Associates will provide the technical <br />transportation study, including the determina- <br />tion of project impacts and appropriate <br />mitigation measures. All necessary supporting <br />information will be provided by Dowling As- <br />sociates, including software data files (travel <br />model and analysis) where appropriate. This <br />information should include the setting, discus- <br />sion of the transportation aspects of the <br />project, summarization of the analysis meth- <br />odology and results, and presentation of <br />impacts and mitigation measures. The trans- <br />portation section will need to include a <br />discussion of the existing and planned local and <br />regional transportation network, as well as ex- <br />isting and future traffic conditions, in the area <br />surrounding the proposed new development <br />and throughout the City. As is typical at the <br />General Plan level, we will evaluate impacts for <br />the Existing Plus Project condition in the <br />buildout year. For CEQA purposes, it will be <br />important to consider the transportation im- <br />pacts in light of planned and programmed <br />transportation network improvements versus <br />the long list of improvements planned in the <br />updated Circulation Element. <br />Because cut-through traffic is of such concern <br />to the City's residential neighborhoods, it is <br />expected that this issue will be addressed by the <br />Dowling Associates' analysis. EIP will coordi- <br />nate with the City to ensure that information <br />provided in the traffic analysis takes into ac- <br />count the separate planning effort undertaken <br />by the Hacienda Owners Association under <br />their Hacienda Transit-Oriented Specific Plan. <br />The traffic section will also need to address <br />traffic hazards due to design features, emer- <br />gency access, transit and pedestrian and bicycle <br />facilities. It is anticipated that Dowling Asso- <br />ciates will provide link volumes, turning <br />movements and trip generation data to EIP's <br />noise consultant and air quality analyst. <br />Air Quality. EII' will present the most current <br />emissions inventory and ambient air quality <br />data from the nearest monitoring station(s) in <br />the area, a description of the Bay Area Air <br />Quality Management Plan, and a discussion on <br />the meteorology and terrain of the Planning <br />Area and the influence of these factors on the <br />dispersion of pollutants emitted in and around <br />this area. <br />Impact significance will be determined using <br />the criteria contained in the CEQA Guidelines <br />of the Bay Area Air Quality Management Dis- <br />trict. Regional emissions based on vehicular <br />trips will be predicted using the URBEMIS <br />2002 model. Localized carbon monoxide con- <br />centrations will be identified for the ten most <br />congested intersections projected by Dowling <br />Associates. The localized carbon monoxide <br />concentrations will be derived for 1-hour and <br />8-hour averaging times using the State- <br />approved CALINE 4 air emissions dispersion <br />model. EII' will also analyze whether the pro- <br />posed new development under the General <br />Plan Update will be consistent with the Clean <br />Air Plan. Construction-related emissions will <br />be discussed qualitatively.
