Exhibit A -Scope of Work <br />City Involvement: Set up, announce, and run <br />the scoping process; review scoping process <br />summaries; coordinate with EIP on revised <br />work scope, as necessary. <br />^ Changes to the Housing Cap, if <br />any <br />^ Substantive changes from the 1996 <br />General Plan <br />TASK 3: PREPARE PROJECT <br />DESCRIPTION <br />Purpose: To formulate a project description <br />that describes the proposed components of the <br />General Plan Update. <br />Discussion. The project description will sum- <br />marize the proposed components of the <br />General Plan Update and describe the Pre- <br />ferred Plan. The Project Description will also <br />contain a description of the intended uses of <br />the EIR. Information for this section will be <br />developed in close coordination with City staff <br />and will be further refined as the General Plan <br />process advances. <br />The project description will include the follow- <br />ing topics: <br />• Project location, including maps <br />• An overview to the General Plan Up- <br />date describing the overall intent and <br />background <br />• Components of the Preferred Plan, in- <br />cluding but not limited to: <br />^ Development areas and proposed <br />densities <br />^ Proposed changes to land use des- <br />ignations and circulation <br />tmprovements <br />^ Proposed population/housing/ <br />employment growth forecasts for <br />the planning horizon <br />^ Key infrastructure improvements <br />and locations, if any <br />^ Alterations to the Urban Growth <br />Boundary, if any <br />• Key policy directives and implementa- <br />tion programs <br />Deliverable: Draft and revised Project Descrip- <br />tion for review by the City. <br />City Involvement: Review and comment on <br />draft project description. <br />TASK 4: PREPARE ADMINISTRATIVE <br />DRAFT EIR <br />Purpose: To describe the environmental setting <br />and to assess how that setting changes with <br />implementation of the General Plan Update. <br />Discussion: The EIl' project team will prepare <br />an Administrative Draft EIR (ADEIR) in full <br />compliance with the requirements of CEQA <br />(including Article 9 of the Guidelines). The <br />EIR will provide the City with an analytical <br />framework to accurately and completely assess <br />the environmental effects of the proposed pro- <br />ject at a programmatic level, pursuant to <br />Section 15168(a) of the CEQA Guidelines. <br />Maps, drawings, and photographs will be pro- <br />vided in a consistent format throughout the <br />report. They will clearly and accurately depict <br />the Preferred Plan, display environmental data <br />where such may be better understood through <br />graphics, and support the discussion of impacts <br />and mitigation measures. <br />Existing, relevant documents, including the <br />technical studies that are available to the EII' <br />project team, will be reviewed and relevant <br />information will be incorporated into the EIR, <br />as appropriate.
