Exhibit A -Scope of Work City Involvement: Set up, announce, and run the scoping process; review scoping process summaries; coordinate with EIP on revised work scope, as necessary. ^ Changes to the Housing Cap, if any ^ Substantive changes from the 1996 General Plan TASK 3: PREPARE PROJECT DESCRIPTION Purpose: To formulate a project description that describes the proposed components of the General Plan Update. Discussion. The project description will sum- marize the proposed components of the General Plan Update and describe the Pre- ferred Plan. The Project Description will also contain a description of the intended uses of the EIR. Information for this section will be developed in close coordination with City staff and will be further refined as the General Plan process advances. The project description will include the follow- ing topics: • Project location, including maps • An overview to the General Plan Up- date describing the overall intent and background • Components of the Preferred Plan, in- cluding but not limited to: ^ Development areas and proposed densities ^ Proposed changes to land use des- ignations and circulation tmprovements ^ Proposed population/housing/ employment growth forecasts for the planning horizon ^ Key infrastructure improvements and locations, if any ^ Alterations to the Urban Growth Boundary, if any • Key policy directives and implementa- tion programs Deliverable: Draft and revised Project Descrip- tion for review by the City. City Involvement: Review and comment on draft project description. TASK 4: PREPARE ADMINISTRATIVE DRAFT EIR Purpose: To describe the environmental setting and to assess how that setting changes with implementation of the General Plan Update. Discussion: The EIl' project team will prepare an Administrative Draft EIR (ADEIR) in full compliance with the requirements of CEQA (including Article 9 of the Guidelines). The EIR will provide the City with an analytical framework to accurately and completely assess the environmental effects of the proposed pro- ject at a programmatic level, pursuant to Section 15168(a) of the CEQA Guidelines. Maps, drawings, and photographs will be pro- vided in a consistent format throughout the report. They will clearly and accurately depict the Preferred Plan, display environmental data where such may be better understood through graphics, and support the discussion of impacts and mitigation measures. Existing, relevant documents, including the technical studies that are available to the EII' project team, will be reviewed and relevant information will be incorporated into the EIR, as appropriate.
