Exhibit A -Scope of Work <br />A detailed work program for the Pleasanton <br />General Plan Update EIR is organized into the <br />eleven tasks discussed below. <br />Task 1: Kick-off Meeting/Orientation <br />Task 2: Conduct Scoping Meeting <br />Task 3: Prepare Project Description <br />Task 4: Prepare Administrative Draft EIR <br />Task 5: Prepare Draft EIR <br />Task 6: Public Review and Hearings <br />Task 7: Prepare Administrative Final EIR <br />Task 8: Prepare Final EIR <br />Task 9: Prepare Mitigation Monitoring Pro- <br />gram <br />Task 10: Prepare EIR Findings <br />Optional Task 1: Attend Certification Hearings <br />Optional Task 3: Attendance at Additional Pub- <br />lic Meetings/Hearings <br />TASK 1: KICK-OFF/ORIENTATION <br />Purpose: To initiate the EIR effort and discuss <br />key issues, data collection efforts, and the <br />schedule for completion of individual tasks. <br />Discussion: As part of this task, EIP will meet <br />with City staff to kick off the project, discuss <br />data needs, identify base map requirements, <br />review procedures for contacting other public <br />agencies or City staff, and identify any prefer- <br />ences the City may have regarding report <br />format, organization, and presentation. <br />During this task, EIP will provide an initial <br />Data Request list identifying the minimum in- <br />formation required to conduct the technical <br />analysis for the EIR. <br />Deliverable: Preliminary data request; EIR out- <br />line and format recommendations. <br />Meeting: One meeting with staff to kick off the <br />project. <br />City Involvement: Participate in kick-off meet- <br />ing and orientation and provide background <br />materials, base maps, and documents; review <br />and help refine the scope of work. <br />TASK 2. CONDUCT SLOPING <br />1VIEETING <br />Purpose: To participate in the City-sponsored <br />scoping meeting and to record comments and <br />input from the public regarding the environ- <br />mental document. <br />Discussion: As provided for by the State <br />CEQA Guidelines, Section 15083, the City <br />will initiate a scoping process with interested <br />members of the public to provide opportuni- <br />ties for community input into the preparation <br />of the EIR. The City has programmed this <br />meeting to occur before the Planning Commis- <br />sion. EII' will present the purpose of scoping, <br />identify the types of impacts addressed in an <br />EIR, explain the nature and emphasis of a Pro- <br />gram EIR, and record community comments <br />on the types of impacts and potential alterna- <br />tives that the EIR should consider. Following <br />the meeting, EIP will prepare a summary of <br />comments and suggestions. Most impacts and <br />community concerns are expected to be al- <br />ready addressed by this scope of work, but the <br />community input can help refine or prioritize <br />the issues. <br />Deliverables: Minutes/notes from the public <br />scoping meeting summarizing the comments <br />and their disposition. <br />City of Pleasanton Genera[ Plan Update EIR -EIPAssociates <br />s~~a~z <br />A-1 <br />
