Exhibit A -Scope of Work A detailed work program for the Pleasanton General Plan Update EIR is organized into the eleven tasks discussed below. Task 1: Kick-off Meeting/Orientation Task 2: Conduct Scoping Meeting Task 3: Prepare Project Description Task 4: Prepare Administrative Draft EIR Task 5: Prepare Draft EIR Task 6: Public Review and Hearings Task 7: Prepare Administrative Final EIR Task 8: Prepare Final EIR Task 9: Prepare Mitigation Monitoring Pro- gram Task 10: Prepare EIR Findings Optional Task 1: Attend Certification Hearings Optional Task 3: Attendance at Additional Pub- lic Meetings/Hearings TASK 1: KICK-OFF/ORIENTATION Purpose: To initiate the EIR effort and discuss key issues, data collection efforts, and the schedule for completion of individual tasks. Discussion: As part of this task, EIP will meet with City staff to kick off the project, discuss data needs, identify base map requirements, review procedures for contacting other public agencies or City staff, and identify any prefer- ences the City may have regarding report format, organization, and presentation. During this task, EIP will provide an initial Data Request list identifying the minimum in- formation required to conduct the technical analysis for the EIR. Deliverable: Preliminary data request; EIR out- line and format recommendations. Meeting: One meeting with staff to kick off the project. City Involvement: Participate in kick-off meet- ing and orientation and provide background materials, base maps, and documents; review and help refine the scope of work. TASK 2. CONDUCT SLOPING 1VIEETING Purpose: To participate in the City-sponsored scoping meeting and to record comments and input from the public regarding the environ- mental document. Discussion: As provided for by the State CEQA Guidelines, Section 15083, the City will initiate a scoping process with interested members of the public to provide opportuni- ties for community input into the preparation of the EIR. The City has programmed this meeting to occur before the Planning Commis- sion. EII' will present the purpose of scoping, identify the types of impacts addressed in an EIR, explain the nature and emphasis of a Pro- gram EIR, and record community comments on the types of impacts and potential alterna- tives that the EIR should consider. Following the meeting, EIP will prepare a summary of comments and suggestions. Most impacts and community concerns are expected to be al- ready addressed by this scope of work, but the community input can help refine or prioritize the issues.
