Commissioner Pons stated that he does not feel there is validity in the practice that because approval is given for one office to go into a predominantly multiple area, that further dispersion should be permitted; however, he was in sympathy with the applica but could not volunteer any other area where Mr. Mayer could locate his office use. Commissioner Pons did state he felt that som policy should be established for dispersal c office uses outside of the C.B.D. area. Chairman Garrigan stated that he concurred with the staff report. There being no further testimony, the Public Hearing was closed. A resolution recommending denial was entered and passed. .Application of the Planning Commission to Resolution: review and consider an amendment to the Gen- Seconded: ~'~eral Plan to revise the circulation classifi- Ayes: cation for Foothill Road between Bernal Ave. Noes: and Verona Road, from a four-lane thorough- Absent: fare to a two-lane thoroughfare. Abstain: The Planning Director gave an explanation of the reasons behind this amendment request, which was initiated by the Citizens Committe to Preserve Foothill Road. The main concern was for the area from Bernal to Verona, but after considerable deliberation between the City staff and Commissioners, along with representatives, Mrs. Ruth Amaral and others from her group, it was felt that perhaps some type of designation could also be made for the area north of Bernal up to ~~580. The Director of Public Works advised that a study is to be conducted between the State, Alameda County and the City to deter- mine the number of lanes in relation to the traffic flow for that portion between West Las Positas Blvd. and Interstate ~~580, X x 2
