A N D CONDITIONAL USE PERMIT UP-70-13, Cont. to Sept. 22, 1970. Frank V. Kreske and Robert J. Myers - application for a conditional use permit to allow the operation of a convalescent and long-term care facility in a P (Public and Institutional) District; said facility to be located on property described as Parcel 38, Block 14, Book 94 of the Alameda County Assessor's Office, containing 1.86 ac more or less, property generally located on the north side of Neal Street at the inter- section of Neal and Third Streets. These two items were considered concurrent The City Attorney explained to the Commission that the resolution they passed on August 12, 1970, approving the rezoning subject to the approval of the conditional use permit, was not legal. Consequently, the matter is up for reconsideration. Regarding the proposal under the conditiona use permit, from studying the plot plan, th Planning Director felt that the facility is too large for the property in question and based on those findings, which were noted in previous report, denial is still recomme ed. Mr. Robert Myers, 332 Mavis Drive, Pleasan was present and spoke in favor of the application. Mr. Myers referred to the extremely high standards for the parking requirements. He feels that this should be reduced. He also presented a survey taken of parking require- ments for convalescent facilities in the Bay Area for informational purposes. - 2 -
