Although he acknowledged a superior <br />park plan, he still had mixed feelings about <br />.the bicycle trail, and was quite disappointe< <br />.with the housing styles presented. He felt <br />they lacked imagination. He further indi- <br />'cated he would like to see some relief on <br />.Kaiser Road and then completion of the park. <br />'He also felt that the bicycle trails, althou~ <br />',controversial should be considered. Also, <br />that sidewalks should go in on both sides of <br />the street in the single-family areas. <br />Commissioner Hirst felt that because of some <br />unanswered questions, the application should <br />be continued. The Chairman disagreed, saying <br />acceptance or denial should be given that <br />evening. <br />The City Attorney then clarified the proce- <br />dures under the PUD and that it is not valid <br />for the Commission to deny an application in <br />its tentative stage on the grounds of design' <br />deficiencies. <br />After some further debate, a resolution <br />recommending approval for the tentative <br />development plan and corresponding <br />tentative map was entered and passed. <br />Chairman Garrigan abstained from voting as <br />he felt strongly that the design deficiencie <br />precluded his ability to vote at this time. <br />- 4 - <br />
