Mr. Campbell confirmed that the <br />fault runs through the site. The staff has <br />looked into this in some detail. <br />Commissioner Hirst asked if buses have to us <br />that driveway and Mr. Campbell replied they <br />would, but they just discharge passengers in <br />front of the school. Commissioner Hirst <br />then asked if all students were going to <br />come from the west side of ~~680 and Mr. <br />Campbell stated that the school wants the <br />Las Positas overcross opened, but the State <br />considers the amount of traffic volume. <br />The interchange at Las Positas is approved <br />by the Division of Highways. The state has <br />agreed to build it, but the real difficulty <br />is going to City funds. If we can obtain <br />the money it will be built in 3 to 10 years. <br />Mr. Campbell stated that the school will be <br />open three to ten years before we can het <br />the interchange. This interchange cannot <br />be financed from out of the present budget. <br />Our five year CIP shows this structure as <br />being needed but it will take a general <br />obligation bond issue to raise the money. <br />As no one wished to speak, the public <br />hearing was closed. <br />Commissioner Hirst proposed a Resolution <br />that UP-71.20 be approved along with the <br />department recommendations as submitted <br />and requested that the City Planning Dept. <br />communicate with the School District and <br />ask them to review the traffic circulation <br />on the site in order to come up with a bette <br />traffic circulation pattern, and it was <br />was passed unanimously. <br />-7- <br />
