He also said that he <br />agreed with Commissioner Pereira that he did <br />not appreciate getting direction from the <br />City Council through the news media. In <br />answer to a question from Chairman Garrigan <br />regarding having the staff set some sort of <br />stage development policy, Commissioner Hirst <br />felt that this is really the function of the <br />elective City Council. He further said that <br />he felt it is the function of the Planning <br />Commission to direct the land use within the <br />City. <br />Chairman Garrigan felt that the staff should <br />put together some sort of recommendation tha <br />the Commission could look at and could <br />recommend to the Council. <br />Commissioner Pons recalled that a density <br />group was established at the beginning of <br />the year to study densities and it never got <br />off the Bound and feels that it is important <br />that it be reinstated. He further said that <br />no matter what plan or formula we set, growt <br />will still be an application by application <br />basis. Better guidelines would be desirable <br />Certainly the idea of stage growth guideline <br />could be taken into consideration the needs <br />of the City regarding its growth and the <br />specific needs of the community with each <br />particular application. <br />Chairman Garrigan then received affirmation <br />from the Commissioners to direct the staff <br />to contact the City Manager and the Council <br />through the Manager and advise them that we <br />want to begin work in this direction and als <br />caould like to have a joint meeting regarding <br />the situations at hand as soon as possible, <br />and also the density committee perhaps shoul <br />have a meeting also. <br />Chairman Garrigan then opened the meeting f <br />any members of the audience. At the sugges <br />of Commissioner Hirst, the General Plan of <br />the City was displayed. <br />- 2 - <br />
