4~~~sANTOy CITY of PLEASANTON <br />•~/ . ~ <br />... ,a <br />`~~~° Planning Commission <br />~wrsv s <br />MINUTES ~OF REGULAR MEETING. <br />D G18 : August 24, 1971 <br />Time : S:IO PM <br />PIaCe; Pleasanton Justice Court <br />ROLL CALL Commissioners present: Commissioners Wood, <br />Pons, Pereira, Hirst and Chairman Carrigan. <br />Commissioners absent: None. <br />APPROVAL OF MINUTES The minutes of the meeting of August 10, 197 <br />were approved with the following change: <br />Page 11, paragraph 2 - that "City Engineer" <br />bF changed to read "City Manager". <br />MEETING OPEN FOR ANY At this time Chairman Carrigan made some <br />MEMBER OF THE AUDIENCE statements regarding the position the <br />TO ADDRESS THE PLANNIN Planning Commission now finds itself with <br />COMA4ISSION regard to the recent Referendum. He suggest <br />that the staff be given a directive to take <br />a look at some type of phasing program with <br />regard to the applications being received. <br />He asked for some brief comments from the <br />other Commissioners. <br />Commissioner [food commented that what may <br />have been good planning ten years ago may <br />not be feasible today. We need more directi <br />on this matter. He felt that this is a <br />policy that is late in corning. <br />Commissioner Pereira stated that he believes <br />we are in a position where the definition <br />of planning and regulating the zoning of the <br />City is one thing and regulating the growth <br />of the City is somewhat different. He furth <br />said that there have been a number of state- <br />ments in the press by members of the City <br />Council and statements of citizens at large <br />relating to this. He feels that we must <br />redefine our position if we are to effective <br />interprete the General Plan. We need direct <br />Commissioner Hirst stated that there were tw <br />basic questions. One, the definition of <br />land use and, two, rate of growth. He feels <br />that these are two separate questions. Ther <br />was a General Plan review in 1970 and the <br />n. <br />- 1 - <br />
