D G18 : August 24, 1971 Time : S:IO PM PIaCe; Pleasanton Justice Court ROLL CALL Commissioners present: Commissioners Wood, Pons, Pereira, Hirst and Chairman Carrigan. Commissioners absent: None. APPROVAL OF MINUTES The minutes of the meeting of August 10, 197 were approved with the following change: Page 11, paragraph 2 - that "City Engineer" bF changed to read "City Manager". MEETING OPEN FOR ANY At this time Chairman Carrigan made some MEMBER OF THE AUDIENCE statements regarding the position the TO ADDRESS THE PLANNIN Planning Commission now finds itself with COMA4ISSION regard to the recent Referendum. He suggest that the staff be given a directive to take a look at some type of phasing program with regard to the applications being received. He asked for some brief comments from the other Commissioners. Commissioner [food commented that what may have been good planning ten years ago may not be feasible today. We need more directi on this matter. He felt that this is a policy that is late in corning. Commissioner Pereira stated that he believes we are in a position where the definition of planning and regulating the zoning of the City is one thing and regulating the growth of the City is somewhat different. He furth said that there have been a number of state- ments in the press by members of the City Council and statements of citizens at large relating to this. He feels that we must redefine our position if we are to effective interprete the General Plan. We need direct Commissioner Hirst stated that there were tw basic questions. One, the definition of land use and, two, rate of growth. He feels that these are two separate questions. Ther was a General Plan review in 1970 and the n. - 1 -
