gy$~sAN~oy CITY of PLEASANTdN <br />~~ '~!- <br />.o <br />`~~~° Planning Commission <br />`~MM~O f <br />MINUTES ~OF REGULAR MEETING. <br />Dote : November 9, 1971 <br />Time : s:oo PM <br />PIG C8; Pleasanton Justice Court <br />IAs no one else wished to speak, the public <br />hearing was closed. <br />There was further discussion on whether <br />Franklin Savings and Loan was encouraged to <br />locate in the downtown area. Commissioner <br />Pons expressed the understanding that they <br />were and also felt that during that point <br />in time, the City's policy was a reasonable <br />one. He further stated that the City now <br />has new evidence regarding state and federal <br />requirements and therefore should consider <br />them very seriously. <br />Commissioner Hirst stated that he would like <br />to see such a use as this application come <br />into Pleasanton, but felt despite the letter <br />from the state and federal agencies to the <br />contrary, he has noticed savings and loan <br />institutions very close together in other <br />cities and felt that showed rather stark <br />inconsistencies between the statements in the <br />letters and their performance. <br />Mr. Bogel stated their application must be <br />fora specific location and if they are <br />refused on this request they must go back <br />with an entirely new application for new <br />approval from the state and federal agencies <br />Chairman Garrigan remarked that new evidence <br />does bring about a change and felt that if <br />iCitizens Federal is going by what the agencie <br />dare saying and the agencies are backing up tt <br />,statements with a signed letter, perhaps we <br />should look at our unwritten verbal policy. <br />',Chairman Garrigan entered a resolution to <br />approve said applicati on, but the vote count <br />showed two ayes and two noes for an incon- <br />clusive recommendation. Therefore, it was <br />decided to put this matter over until the <br />next regular meeting of December 14, 1971, <br />when Commissioner Pereira would be present. <br />it <br />-3- <br />
