gy$~sAN~oy CITY of PLEASANTdN
~~ '~!-
.o
`~~~° Planning Commission
`~MM~O f
MINUTES ~OF REGULAR MEETING.
Dote : November 9, 1971
Time : s:oo PM
PIG C8; Pleasanton Justice Court
IAs no one else wished to speak, the public
hearing was closed.
There was further discussion on whether
Franklin Savings and Loan was encouraged to
locate in the downtown area. Commissioner
Pons expressed the understanding that they
were and also felt that during that point
in time, the City's policy was a reasonable
one. He further stated that the City now
has new evidence regarding state and federal
requirements and therefore should consider
them very seriously.
Commissioner Hirst stated that he would like
to see such a use as this application come
into Pleasanton, but felt despite the letter
from the state and federal agencies to the
contrary, he has noticed savings and loan
institutions very close together in other
cities and felt that showed rather stark
inconsistencies between the statements in the
letters and their performance.
Mr. Bogel stated their application must be
fora specific location and if they are
refused on this request they must go back
with an entirely new application for new
approval from the state and federal agencies
Chairman Garrigan remarked that new evidence
does bring about a change and felt that if
iCitizens Federal is going by what the agencie
dare saying and the agencies are backing up tt
,statements with a signed letter, perhaps we
should look at our unwritten verbal policy.
',Chairman Garrigan entered a resolution to
approve said applicati on, but the vote count
showed two ayes and two noes for an incon-
clusive recommendation. Therefore, it was
decided to put this matter over until the
next regular meeting of December 14, 1971,
when Commissioner Pereira would be present.
it
-3-
