No. 1134 District on the southeast corner of Hopyard Noes: Road and Valley Avenue, Pleasanton, or more Absent: commonly known as the Alpha Beta Shopping Abstain: Center area. Mr. Castro reported that the Chamber of Commerce entered a resolution to approve this use, but the motion was defeated. He then read the staff report and letters from the federal and state agencies. Commissioner Hirst asked Mr. Castro to expan if he would, on his definition or comments on the C.B.D. as it would be affected by the state and federal requirements. Mr. Castro stated that in applying the state and federa statements to our downtown area, there would be conflicts in that our downtown area, the way it is presently programmed, in linear in shape and does not allow for much expansi in an easterly or westerly direction. He further advised the Commission that unless the boundaries of the C.B.D. area are ex- panded, future savings and loan institutions may be totally discouraged by the state and federal regulations. Mr. Walter Bogel, Assistant Vice President, Citizens Federal Savings and Loan, told the Commission that the state and federal agenci s to take each other into consideration when approving a charter.
