Mr. Aiello also explained the renderings to the Commissioners. Next Mr. Castro continued with explanation of the staff report. He requested that the Commissioners eliminate Condition 4~7 and also the idea of placing fences along the detached units. The reason for this is that there has not been enough time to study this situation. If it i~~ feasible in the future to add this condition, the staff will bring the matter to the Commission. Mr. Castro also refered to the school situation, wherein Mr. Borg of the School District has advised that no problems exist in this regard. He then referred to a communication from Mr. Bud Lake of Morrison Homes dated January 14, 1972.which outlines the on-site and off-site improvements. Mr. Castro specifically outlined the Phase development as follows: Phase I, 203 lots building permits issued in July, 1973, first occupancies, January 1974. Phase II, 144 lots, building permits January, 1975, first occupancy July, 1975. Phase III, 130 lots, building permits July, 1976, first occupancy, January, 1977. These dates are of course dependent upon when VCSD will be accepting permits again. Based on this phasing program, they defined the improvements to be completed in each phase. The central park area will be improved as per the conditions of approval in the staff report. The park will be included in the first phase plus the tot lots and the bike trails. Phase II improvements will include complete improvement of Santa Rita Road, full improvements of Valley Avenue and the collector system of Kolln Street will be extended to Valley Avenue.
