It is not an indication that <br />the Commission is in favor of the <br />application. <br />Commissioner Pereira explained that <br />his major concern was that an envi- <br />ronmental study was never done re- <br />garding this proposal. His feeling <br />is that an environmental analysis <br />by an independent group of the cali- <br />ber of Stanford Research Institute <br />be done before it can be supported <br />or denied. <br />Commissioner Wood felt that the City <br />would have better control if it were <br />annexed. <br />Commissioner Hirst agreed with <br />Mr. Wood and further indicated that <br />with all the public agencies involved <br />we have no voice in the director- <br />ship, taxes or expenditures. He felt <br />that the City should have more contro <br />over this kind of proposal. <br />Commissioner Pereira felt that this <br />is not an engineering question, but <br />an environmental one as it will <br />affect the people who live here and <br />the people living here in the future. <br />He then entered a motion stating that <br />the proposal cannot be supported or <br />considered until an extensive environ <br />mental impact analysis be conducted <br />by an independent environmentalist <br />contracted by the County and the City <br />and paid for by the applicant. <br />-9- <br />
