Mr. Mullins wanted to know <br />why his property, which is in an old distric <br />was zoned as a Commercial District. Mr. <br />Aiello examined the map and showed Mr. Mulli <br />that his property is in the RM District. <br />Commercial zoning is to include 300+ feet <br />from the Main Street. The rest is designate <br />multiple on the General Plan. <br />Mr. Douglas Safreno, owner of Parcels 94-70-: <br />and 94-70-13 which are included on the map, <br />stated he was concerned with any possible <br />downgrading in zoning after someone purchases <br />the property at a higher zoning. He also ex~ <br />pressed concern at the idea of freezing a <br />piece of property while the owner still has <br />to pay the tax on it. <br />Mr. Corley asked for clarification regarding <br />,the property owners' rights after a study <br />district is placed on property. The City <br />Attorney explained that proposals can be <br />submitted for consideration along with the <br />staff study on the property. <br />Joseph Madden, 3851 Vineyard Avenue, ex- <br />pressed objections to this Study District <br />as there are so many different properties <br />involved. He did not feel such a large area <br />should be considered together. <br />As no one else wished to speak, the public <br />hearing was closed. <br />In response to a question by Commissioner <br />Hirst, who asked about the Cease and Desist <br />Order on the Sunol Sewage Treatment Plant, <br />Mr. Alan Campbell replied that the City is <br />having a meeting with the Regional Water <br />Quality Control Board this month and we hope <br />to ha ve the Board lift the Order at the <br />March meeting. This applies only to the <br />Cease and Desist Order on the Sunol Plant, <br />which is not the entire picture. <br />- 5 - <br />
