4y~~sAN~°y CITY of PLEASANT~N <br />~~~. <br />.~ <br />`~~*° Plonning Commission <br />+xxso t <br />MINUTES ~OF REGULAR MEETING. <br />D at8 : February 22, 1972 <br />Time : 8:00 PM <br />Place; Pleasanton Justice Court <br />Mr. Amaral commented that with the freeze <br />in effect, they are unable to obtain a <br />building permit and there is nothing the <br />property owner can do. He suggested that <br />the Commission separate the real problem <br />areas and study them and not put the areas <br />together. <br />Mr. William Amis of the Presbyterian Church <br />and Pleasanton Greens objected to this study <br />district and he was concerned what effect it <br />would have upon Pleasa nton Greens obtaining <br />funding for their housing project. <br />Mr. Spirow Nicholaw of MacKay & Somps, was <br />present, representing the Vintage Hills <br />subdivision. He understood that units 7 <br />and 9 are being included in this study, but <br />informed the Commission that maps have been <br />recorded on these units. The grading has <br />been done and pads set and underground <br />utilities are in. He was concerned about <br />how this study district would effect this <br />tract. He further stated that the contractor <br />has paid $12,804 in cash payments to the Cit} <br />for Unit 7 and $12,723 in fees paid to the <br />City for Unit 9. Mr. Nicholaw indicated that <br />with the inclusion of Unit 10, the developer <br />has paid a total of $906,000 in improvement <br />bonds. <br />Mr. Russell Caulkins, liason between the <br />Presbyterian Church and Pleasanton Greens, <br />pointed out that placing this property in a <br />Study District could prove fatal to the <br />project. Pleasanton Greens is a non-profit <br />organization and does not own the property. <br />Asa condequence the options have been ex- <br />tended by many people who believe in the <br />project and who have put the money up for <br />these options. Mr. Caulkins confirmed that <br />they are seeking FHA 236 funding. <br />- 3 - <br />
