Mr. Castro informed matter will need to Council with regard Overlay District. the Commission that thi; be referred to the City to review of the Civic He further indicated that the timing for development can be limited to five years a this will be acceptable to the staff, howe the applicant should be made aware that th is a temporary permit and will expire one year from the date of the Civic Center completion. Mr. Jack Bras, representing the applicant, was present and stated that with regard to the Public Works requirements, there should be room for compromise as the applicant is simply proposing to convert a building. He further indicated that the selection for th Civic Center site was made four or five years ago and no further action has been taken in this regard as yet. Mr. Campbell, Director of Public Works, indicated that this particular situation is negotiable and should be a matter of policy for the Commission. He further indicated that Public Works would like to begin some public improvements in this area because of the Civic Center. Further, the department realizes that this building will eventually be torn down in anticipation of the Civic Center, but there is no indication at prese when this will be. There is an ordinance for a Precise Plan Line for this property, but not a time element on it.
