4y~,~,saNToy <br />CITY of PLEASANTON <br />~ '~~ • <br />.~ <br />.~ .o. <br />~~° Planning Commission <br />MINUTES OF REGULAR MEETING. <br />Data March 14, 1972 <br />Time : s:oo PM <br />PIGCe: Pleasanton Justice Court <br />Mr. Dudley Frost, representing Morrison <br />Homes,discussed the properties on Black Ave. <br />He outlined the history involved in this <br />project within Pleasanton Valley which was <br />incorporated in that P.U.D. and was zoned <br />RM-2500. Complete street improvements have <br />been applied to Black Avenue. Mr. Frost <br />indicated that Morrison Homes does not have <br />immediate plans for development of the <br />particular area, however, he questioned the <br />power of the City to enforce this Study <br />District, and doubted that it would accompli <br />anything. <br />As no one else wished to speak, the Public <br />Hearing was closed. <br />The Commission indicated that they felt the <br />Commercial Center may reasonably be included <br />in the Study District, but didn't feel other <br />parcels qualify. <br />Mr. Bill Edgar, City Manager, was present <br />and indicated that he originally wrote the <br />policy that the Council accepted in this <br />regard. If everything were developed in <br />the south side of the City we would be in <br />excess of the designed capacity of the sewer <br />plant. The City Council, in addition to <br />modifying certain zoning, also wants to rese~ <br />200,000 gallons for industrial and commercia] <br />growth. With the eventual phasing out of <br />our plant, V.C.S.D. will provide all of our <br />sewage treatment. <br />He further indicated that the City does not <br />have any concrete plans along these lines as <br />to when we will transfer to V.C.S.D. A <br />capacity of 1.5 million will be reached by <br />the summer or fall of 1973. <br />As far as Pleasanton Greens is concerned, <br />Mr. Edgar indicated that this study would be <br />necessary only if the project now is not the <br />same as the one which was approved. If it <br />has changed, the City would want to review it <br />again. <br />-10- <br />
