CITY of PLEASANTON <br />Planning Commission <br />MINUTES ~OF REGULAR MEETING. <br />DGte : July 25 , 19 72 <br />Time : 8:45 P.M. <br />PIOCB; Pleasanton Justice Court <br />statements made by the State Savings <br />and Loan Commissioner regarding dis- <br />couragement of Citizens Savings and <br />Loan Association to locate in the <br />downtown area, as noted in Mr. Jack <br />Corley's, attorney for Citizens, <br />letter. <br />Commissioner Pereira wanted to clarify <br />the remarks made by several people, J <br />that the Federal Savings & Lo an agency <br />would not permit a savings and loan <br />institution to locate in a downtown <br />area where another institution was <br />already in existence. he had con- <br />tacted these people himself and de- <br />termined that this policy is not <br />correct. Now, it seems that Citizens <br />has applied for and received a State <br />charter. It was Commissioner Pereira <br />concern at the time of the original <br />policy review that there was a con- <br />flict between a Federal agency and <br />the City. <br />The first time this matter was revie~ <br />was in October, 1971, and subsequent <br />denial of the application resulted. <br />Discussion followed on the necessity <br />of obtaining a clarification on what <br />the true policy is. <br />Mr. Richard Polli, is the head of thel <br />State Savings & Loan Commission for <br />the Northern California area and woul~ <br />have the information required. Com- <br />missioner Pereira felt that a meeting. <br />should be called between the City's <br />representatives and Mr. Polli or his <br />superior to determine just what their <br />position is. <br />Mr. Corley then stated that they had <br />a lease which was about to expire <br />for the locating of the savings and <br />s <br />~d <br />-11- <br />
