4y ~$""~°y CITY of PLEASANTON <br />~~~. <br />~~~° Planning Commission <br />verso t <br />MINUTES ~OF REGULAR MEETING. <br />~at8 ; September 12, 1972 <br />Time ; 8:00 PM <br />PIaCe; Pleasanton Justice Court <br />MATTERS FOR COMMISSION' Review of policy as set forth by the City <br />REVIEW to restrict savings and loan institutions <br />to the Central Business District. <br />Chairman Garrigan gave a recap of what has <br />transpired regarding the City's attempts to <br />determine what is the true policy of the <br />Savings and Loan Commission regarding the <br />locating of institutions of this nature in <br />the downtown area where one already exists. <br />Mr. Garriga n told of the meetings the group <br />from the City - consisting of Councilman <br />Herlihy, Secretary Castro and himself - had <br />with Mr. Polls the Northern California head <br />and Mr. McBan, the chief of the California <br />Savings and Loan Commission. <br />The end result of these meetings was that th <br />State Savings and Loan Commission would not <br />allow more than one institution in the down- <br />town area for a City like Pleasanton, that i <br />one additional office is to be established in <br />town, it would have to go to a heavy traffic <br />generating area like a shopping center. <br />The Chairman reminded the other members that <br />the policy of financial institutions locatin <br />only in the C.B.D. was not strictly a Commis <br />one, but also stems from Council's directive <br />and as such, may be changed by Council if <br />it so desires. Whether Council would see fi <br />to change the policy for just the one appli- <br />cation from Citizens Savings & Loan, or for <br />all savings and loan applications, is not <br />known at this time. Perhaps Councilman Herl <br />can get word back to the Commission on this. <br />Secretary Castro told the Commission that th <br />will be an agenda item for the joint Council <br />Commission meeting on September 27. <br />Review of proposed annexation of Camp Parks <br />to the V.C.S.D. <br />A continuance was requested by Commissioner <br />McLain to October _17, 1972. <br />on <br />Y <br />-4- <br />
