By <br />the reports presented, it appears <br />that a buffer is required because of <br />the odor problem, but if an odor <br />problem does truly exist, the addi- <br />tional distance noted on the plan <br />should not have too great a signifi- <br />cance. He was not convinced that <br />the staff proposal of I-P, P and C-S <br />is appropriate in such close proxi- <br />mity to the existing residential. <br />Commissioner Carrigan spoke regardin< <br />Tract #3311, stating that he did not <br />feel that the C-S District recommendE <br />would be compatible with the adjoin- <br />ing single family; that there might <br />be access problems from the single- <br />family area. <br />Some discussion followed on possible <br />landscaping buffers between the C-S <br />and the R-1. <br />There is some overlapping of allow- <br />able uses between the C-S and C-C <br />Districts and this was one factor of <br />concern to the Commissioners who did <br />not wish to jeopardize the C.B.D. <br />area. <br />Commissioner McLain then stated that <br />the odor problem was the issue which <br />started this whole question and under <br />those circumstances, what kind of a <br />solution could the Commission hope <br />for. <br />Commissioner Pereira felt that perha s <br />the V.C.S.D. plant should be cited <br />under an environmental ordinance and <br />forced to take measures to abate the <br />-8- <br />
