Studie <br />have been made on this question many times. ,j <br />For example, Mr. Edgar cited that developmen <br />of a single family unit would cost less in <br />the downtown area in comparison to a large <br />undeveloped tract in the outlying areas. <br />In the final analysis, based only on phased <br />growth development of the City and where tha <br />growth will occur, can an accurate analysis <br />be made. <br />Mr. Edgar then talked about the shopping <br />center. Several comments had been raised inl' <br />previous presentations as to what would j <br />happen to the regional center at the various! <br />phases of growth. ~' <br />The type of Center the City is talking about <br />will, in the first phase, incorporate three <br />major tens nts. There will be a two-year del~y <br />in completion of the first phase of con- <br />struction if the City should choose a 500 <br />Growth Rate figure. ~ <br />Mr. Edgar explained that certain considers- '~ <br />tions were made in attempting to develop a <br />satisfactory growth rate pattern, such as <br />legal considerations; and, related to practi~ <br />considerations of simply trying to make it <br />work.
