CITY of PLEASANTON <br />Planning Commission <br />MINUTES ~OF REGULAR MEETING. <br />~pt8 February 13, 1973 <br />Time ; 8:08 P.M. <br />Plp C8; Pleasanton Justice Court <br />The City Manager and Director of Community <br />Development have been working with these <br />figures. The possibility of going on a <br />declining growth rate, i.e., 800-600-500-400 <br />during the next 20 years was also considered <br />A chart was shown explaining this principle. <br />Mr. Castro indicated that there are some <br />problems with this sort of a program if <br />multiple units are not intermixed during the <br />first six years. <br />Mr. Alan Campbell, Director of Public Works ' <br />then gave a breakdown of the capital improve <br />ment program from his department's viewpoint <br />They did not look at too much initial record <br />of growth rate, but rather from a deficiency <br />point of many years and also from the point ~ <br />of view that there are incomplete systems <br />that would need to be completed. <br />Assuming a growth rate of about 800, would <br />come close to the present General Plan in <br />about 20 years. <br />When this program was reviewed with Mr. Cast <br />the improvement schedule stayed pretty <br />constant for both Public Works and Planning. <br />The financial capability of the City will, <br />of course, have a great deal. of control over <br />how soon these improvements are made. <br />City Manager Bill Edgar spoke next. When th; <br />General Plan review was started, the City <br />wanted a planning guideline as to the ultimal <br />rate capacity and rate of growth supported <br />by sound Planning and Public Works data. Th: <br />work has now been completed. <br />Once this planning number is established by <br />Council supported by recommendations of all <br />bodies within the City's jurisdiction, they <br />will go back to John Blayney with the staff <br />working alongside to develop a preliminary <br />-13- <br />
