CITY of PLEASANTON <br />Planning Commission <br />MINUTES ~OF REGULAR MEETING. <br />Da1• ; March 27, 1973 <br />Time 1 8:08 P.M. <br />~IQ~e~ Pleasanton Justice Court <br />MATTERS FOR <br />COMMISSION'S <br />REVIEW <br />City Attorney Bill Hirst then ex- <br />',plained to the Commissioners about <br />the draft which was presented to them <br />that evening regarding Environmental <br />Impact Guidelines . <br />The draft is a guideline that the <br />City is required to put into effect <br />on or before April 5, 1973. They are <br />expected to be consistent with the <br />guidelines already adopted by the <br />State Department of Resources. These <br />guidelines, as prepared by Mr. Hirst, <br />are almost "word for word" wherever <br />possible. <br />It was the intent of the guidelines <br />to pick up the question of the EIR <br />as early in the development process <br />as possib le. Technically, the Plan- <br />ning Commission will be the hearing <br />body for these requirements . <br />Any time an application is received <br />which is covered by the guidelines, <br />the Director of Community Development <br />,will make a determination as to <br />whether the application is exempt; <br />if it would have a trivial effect on ~ <br />the environment, he would be expected! <br />to prepare a Negative Declaration. <br />If there will be a significant effect', <br />on the environment, then an Environ- <br />mental Impact Report will need to be <br />prepared. <br />The review of the Environmental Im- <br />pact Report will need to be noticed <br />in the paper. Following this process <br />if the matter is not appealed, or if <br />an appeal is processed, the Director <br />of Community Development then proceed: <br />to prepare a negative declaration or <br />an Environmental Impact Report. <br /> <br /> <br />-2- <br />
