Commissioner Pereira indi- <br />cated that he understood this but <br />the reasoning behind the Commission <br />imposing such a condition was to <br />obtain moral intent from the appli- <br />cant. Mr. 5cheidig replied that <br />such a condition imposed on the <br />applicant at the time of granting <br />approval has the force of law <br />since the Commission is acting in an <br />authoritarian position. <br />Commissioner Pereira still felt the <br />condition was necessary simply from <br />the point of view that the need for <br />the formation of a parking district <br />is imperative to survival of the <br />downtown and this fact should be kept <br />before the public and the downtown <br />'property owners constantly. ~ <br />Commissioner Pereira further indi- <br />cated that this concern the Com- <br />mission has should be on record. <br />Returning to the architecture, Com- <br />missioner McLain concurred with <br />Commissioner Wood that the design <br />was not to his satisfaction. <br />Secretary Castro indicated that the <br />design would pretty well be dictated <br />by the parking arrangement. However, <br />since the design requires improvement <br />perhaps some other possibilities <br />could be explored. <br />The Commissioners indicated that the <br />west elevation treatment should be <br />i <br />;: ,'. <br />- '~- <br />
