No one is in a posi <br />tion to oppose it, specifically, and his <br />stance is one of urging the Commission to no <br />act precipitously merely to accommodate a <br />variance. <br />He felt that all the property owners in the <br />core area should be made aware of the City's, <br />intention and that an equitable solution be <br />made for all concerned. He urged a concrete) <br />solution to a long-time problem. <br />Commissioner Garrigan made mention of a <br />special meeting called the day before o n <br />this matter, at which certain City officials <br />Chamber of Commerce Board of Directors and <br />the public at large participated. <br />Apparently, the Commissioners attended the <br />,meeting with the understanding that a solu- <br />tion to the downtown parking problem would <br />be discussed, instead the topic of discussi <br />settled more on the Binds application. In <br />that regard, the Commissioners felt that th <br />should not participate in light of the case <br />being heard at a public hearing the follows <br />evening. <br />Secretary Castro supported the draft ordi- <br />nance as presented by the City Attorney. <br />Both Commissioners McLain and Wood question <br />the timing of the ordinance amendment propo <br />feeling that the restaurant application has <br />been the incentive to get this ordina nce <br />adopted. <br />Commissioner McLain wished to know whether <br />the City has a circulation plan. Secretary <br />Castro indicated in the affirmative, that <br />the plan has not changed in the past five y <br />Discussion followed on the mechanism of <br />administering in-lieu payments for the re- <br />quired parking spaces. Mr. Scheidig told <br />them that it would be up to City Council to <br />-6- <br />
