Place; Pleasanton Justice Court is a great deal of concern regarding this particular application. No one is in a posi tion to oppose it, specifically, and his stance is one of urging the Commission to no act precipitously merely to accommodate a variance. He felt that all the property owners in the core area should be made aware of the City's, intention and that an equitable solution be made for all concerned. He urged a concrete) solution to a long-time problem. Commissioner Garrigan made mention of a special meeting called the day before o n this matter, at which certain City officials Chamber of Commerce Board of Directors and the public at large participated. Apparently, the Commissioners attended the ,meeting with the understanding that a solu- tion to the downtown parking problem would be discussed, instead the topic of discussi settled more on the Binds application. In that regard, the Commissioners felt that th should not participate in light of the case being heard at a public hearing the follows evening. Secretary Castro supported the draft ordi- nance as presented by the City Attorney. Both Commissioners McLain and Wood question the timing of the ordinance amendment propo feeling that the restaurant application has been the incentive to get this ordina nce adopted. Commissioner McLain wished to know whether the City has a circulation plan. Secretary Castro indicated in the affirmative, that the plan has not changed in the past five y Discussion followed on the mechanism of administering in-lieu payments for the re- quired parking spaces.
