He had no <br />comments to make regarding this <br />element. <br />No one else spoke to it, and the <br />Public Hearing was closed. <br />Commissioner McLain noted that the <br />draft makes no mention of the cost <br />factor for implementation of the <br />Scenic Highways program, and won- <br />dered if the State would subsidize <br />any portion of the program. Mr. <br />Harris stated that this is not the <br />type of program which would be <br />highly expensive to the City. It <br />boils down to regulation, basically. <br />There is one area where outside <br />jurisdictions would bear the cost, <br />such as the PUC would not allow <br />high voltage lines within one <br />thousand feet of a state highway. <br />If cost is involved, this would <br />have to be borne by the developer. <br />Commissioner Pons had no comments. <br />Chairman Pereira noted that there <br />has been recent action deferring <br />any action to be taken for Isabel <br />Avenue and Vallecitos Freeway, that <br />perhaps some wording should be <br />inserted in the report to note this. <br />Also on page 7, additional wording <br />should be added to note that under- <br />grounding done on a scenic route <br />-4- <br /> <br /> <br />
