This property <br />lis adjacent to the City, and while <br />'knot under its jurisdiction, there <br />fare occasions where certain events <br />,taking place at the Fairgrounds, <br />Isuch as early Sunday morning motor- <br />icycle and stock car races, and other <br />'such events, do cause noise problems <br />for the residents residing in that <br />i~vicinity. The Chairman further indi- <br />cated that he personally felt the <br />City should draft a Noise Ordinance, <br />and in this document, some mention <br />should be made for a coordinated ef- <br />'ford between City and County to work <br />something out regarding this problem. <br />Commissioner McLain inquired about <br />any governmental agency becoming <br />involved in the implementation of <br />a noise buffering program. <br />Some discussion ensued and the Chair- <br />man concurred that intergovernmental <br />cooperation should be highly stressed <br />in the finished report. <br />Commissioner McLain then read a states <br />ment prepared by him. Unfortunately, <br />the Noise Element will be difficult <br />to enforce, as will the Noise Ordin- ~ <br />ance itself. It was further noted in <br />the element that trees are a source <br />of attenuating noise. In reality, <br />this has been disproved, and studies <br />now show that the only effective <br />method to buffer noise is by erecting, <br />solid walls. One other method being <br />considered was distance from free- <br />ways for residential construction. <br />Commissioner McLain then directed <br />his comments to insulation of those <br />homes in proximity to the airport, hoy <br />ever, the yards would still be unpro- <br />tected from noise.
