One method of opening the <br />door would be discussion on the <br />growth rate which will occur in the <br />next 12 months. <br />Commissioner McLain wanted to discus <br />the deletion of the 500-unit per yea <br />factor. He wondered about staff's <br />position in removing this from the <br />report. <br />Mr. Harris did not feel the deletion <br />of the 500-unit program was perti- <br />nent or necessary. He felt it <br />could be better discussed and worked <br />out in the short range plans which <br />would be an outgrowth of the economic <br />analysis next year when the map is <br />reviewed. And then, they could <br />analyze the entire city to see how <br />it should grow and at what rate. <br />The reason staff talked about holdinc <br />capacity is because that capacity <br />is reflected on the map at 75,000 <br />people. They do not talk about the <br />rate that the City would grow at to <br />reach that goal because the staff <br />does not feel that is a settled <br />issue at this time. <br />Commissioner Pons questioned the <br />75,000 population figure and how <br />this number was established. Senior <br />Planner Harris indicated that the <br />basic change was the virtual elimina- <br />tion of urban development in the <br />areas west of Foothill Road, southeas <br />of town, and the Ruby Hills. These <br />areas could accommodate several <br />thousand people.
