He felt he could not <br />support a philosophy without a <br />"how" in it. <br />Secretary Harris requested that the <br />Commission pass a motion for adop- <br />tion as he had requested. <br />.Accordingly, a motion was entered <br />and adopted accepting Mr. Harris's <br />recommendation. Both Commissioners <br />McLain and Wood supported this posi- <br />tion, with Chairman Pereira voting <br />no. <br />Mr. Bowling stated that Alameda <br />County is trying to come up with a <br />plan for the Happy Valley area. <br />There is a b uilding moratorium in <br />that area at this time, which was <br />imposed by the County. <br />Status Report on Parking District <br />for Downtown by Director of Housing <br />and Community Development. <br />Mr. Bowling indicated that the first <br />parking district would take in the <br />block encompassed by Main, St. Marys, <br />Division and Peters. At this time, <br />the City has 90~ endorsement of <br />property owners. The lot will con- <br />sist of 85 parking spaces. <br />Letters will be sent to each pro- ~ <br />perty owner to solicit their comments <br />if any, and then the matter will go <br />to City Council, a hearing set and <br />bids taken .
