To <br />change the General Plan would create <br />spot zoning, in his estimation. <br />Commissioner Doherty indicated con- <br />cern that the property owner adjacent <br />had not been given sufficient time <br />to sit with counsel to review what <br />ramifications this proposal would <br />have upon his property. He respect- <br />fully suggested that this item be <br />continued. <br />Secretary Harris indicated surprise <br />that the Martins would state they <br />were unaware of this application, <br />since he had personally spoken with <br />the senior Martin about this exten- <br />sively. Mr. Martin replied that he <br />was not aware of the time sequence <br />involved, thus was unable to anti- <br />cipate the moves . <br />Mr. Bill Hirst again spoke of the <br />City's normal procedure in General <br />Plan processing and that it seemed <br />clear that the Martins have been <br />aware of the situation for quite <br />some time. Also, the hearing before <br />the Commission is preliminary, since <br />their action would need to be rati- <br />fied by City Council. He could see <br />no particular purpose being served <br />at this point to delay the applica- <br />tion. <br />The City Attorney explained the State <br />law requirements as they apply to <br />rezonings and to General Plan amend- <br />ments. <br />Mr. Ralph Martin spoke about the <br />history of actions taken by the <br />Planning Commission. He feels that <br />the General Plan Amendment is a very <br />-3- <br />
