4y~~8A~~°~ CITY of PLE~~~-N'TdN <br />~ ~'i <br />~~° Plonning Commi$~ion <br />•rrao <br />MINUTES ~OF REGULAR MEETING. <br />Data June 24 , 1975 <br />Time : s:oo P.M. <br />PIOCe; Pleasanton Justice Court <br />A motion was then offered by Commis- <br />sioner Carrigan, seconded by Commis- <br />sioner Butler and unanimously carried <br />by those present to accept the staff <br />report and the position taken therein <br />Commissioner Butler expressed thanks <br />to P.G.&E. for their extensive re- <br />search on this subject. <br />Review of home occu ation olic of <br />t e City . <br />Chairman Wood and Commissioner <br />Carrigan provided the new Commis- <br />sioners (Butler and Shepherd) with <br />background and policy previously <br />established by the Commissioners for <br />staff guidelines. <br />Chairman Wood's policy is that unless <br />it is a hardship case, home occupa- <br />tions should not be permitted. He <br />cited Barbara Whipple's case as an <br />example. He felt that all food- <br />related home occupations should be <br />certified by the Health Department <br />prior to their approaching the City. <br />Commissioner Carrigan felt that the <br />policy has been that in order to re- <br />tain the residential character of <br />neighborhoods, businesses should be <br />conducted in areas zoned for them, <br />and except where legitimate findings <br />could be made for hardship or benefit <br />of the total community, home occupa- <br />tions were to be frowned on. <br />Secretary Harris explained the policy <br />the staff has been going on; if they <br />are simple non-nuisance ones, they <br />are granted administratively, if they <br />are obviously inappropriate, they are <br />-3- <br />
