Upon inquiry from Commis- <br />sioner Shepherd as to whether there <br />would ever be an occupied space <br />underneath the route of a transmis- <br />sion line, Mr. Stanley said no. <br />Mr. Bates of the Coulter Ranch, indi <br />Gated that the existing line runs <br />right through-his property. He <br />hoped that this could be rerouted to <br />run along the northern (Arroyo) pro- <br />perty line. <br />Commissioner Carrigan conceded that <br />both P. G. & E. and the City are <br />being put in an uncomfortable spot, <br />having to take a position on the sub <br />station site and transmission line <br />route. The City is in no position <br />to go on record from the standpoint <br />of how they would vote on the condi- <br />tional use permit. He would strong- <br />ly urge that since the City needs <br />the substation, that approval be <br />given in a general way in-order to <br />allow P. G. & E. to work out their <br />problems . <br />The other Commissioners concurred <br />with Commissioner Garrigan's com- <br />ments . <br />Chairman Wood stated that it was the <br />concensus of opinion among the Plan- <br />ning Commissioners that they wish to <br />go along with P. G. & E.'s request. <br />He wondered if their position should <br />be given to the City Attorney to takE <br />care of. Secretary Harris indicated <br />that if the Commission would allow <br />them, the staff would draft up a <br />letter along the lines recommended <br />in the staff report and obtain the <br />Chairman's approval. <br />-2- <br />
