It seemed <br />to him that considerations of plan- <br />ning, traffic circulation, and the <br />purposes, objectives and intent of <br />the Zoning Ordinance, Revitaliza- <br />tion Plan for the CBD and the Gen- <br />eral Plan, dictate Planning Commis- <br />sion denial of this application. <br />Considerable discussion ensued be- <br />tween'Mr. Greenberg, Bill Hirst and <br />Chairman Wood regarding the fact <br />that Vernon Dickman had discussed <br />with Mr. John Amaral (who was pre- <br />sent at the hearing) the possible <br />purchase of this site for his <br />station, the fact that right now <br />Mr. Graffenstatte could open the <br />station and continue with it in its <br />present status, whether if the <br />station is revised-per staff's <br />recommendation, how it would affect <br />the 90-day closure clause .applying <br />to inoperative nonconforming use, <br />etc. <br />Mr. Bill Hirst explained that <br />Mr. Dickman did in fact consider <br />the site under discussion for a <br />service station but abandoned his <br />interest in it when he was informed <br />by the then Planning Director that <br />no expansion of the station could <br />take place without city approval. <br />Secretary Harris stated that this <br />same position was made clear to <br />Mr. Graffenstatte. <br />-4- <br />
