He <br />expressed dissatisfaction with this <br />situation. <br />Chairman Wood stated that altho-zgh <br />this hearing was not planned as a <br />public hearing, he would allow input <br />from citizens. <br />Next, Mr. Ben Fernandez, spoke on <br />behalf of the Chamber of Commerce, <br />and the special subcommittee formed <br />to study the redevelopment plan. He <br />indicated that they had worked with <br />CARD on this plan and their group <br />had studied it for a good month . On <br />behalf of the Chamber and its sub- <br />committee , Mr. Fernandez urged the <br />Planning Commission and the PRA to <br />approve this revised plan . <br />Mr. Ray Antonini, a resident of Ray <br />Street, had a question how owner <br />participation would affect a resi- <br />dential parcel also used as office. <br />Mr. Edgar replied that owner partici~ <br />pation agreements are purely volunta: <br />Mrs. Birdie Bianchi clarified that <br />this is a hearing before t11~ Plannin <br />Commission. She wished to know why <br />more publicity was not given on this <br />hearing.
