The Commission is re- <br />quired to hold a hearing but it is <br />up to the discretion of the Chairman <br />of the Commission to open the hearin <br />to public comment if he wishes. <br />Commissioner Butler wished to know <br />whether some of the details of the <br />plan are still subject to change be- <br />tween now and the time that the City <br />Council meets on November 10? If <br />this is so , then Commission should <br />not be too concerned with the exact <br />form of some of the wording in the <br />plan. He specifically referred to <br />wording regarding creation of a Citi <br />zens Advisory Committee. Mr. Edgar <br />explained that implementation of suc <br />a committee would be accomplished by <br />resolution acted on by the Council. <br />Regarding powers of the Planning Com <br />mission, Mr. Edgar stated the plan <br />on page 20, under Items C and D, <br />spelled those out. <br />In conclusion, the Commissioners fel <br />this revised plan was acceptable, th <br />it was the result of many months of <br />work and that as a whole, the City <br />stands to benefit from it. <br />Commissioner Shepherd felt that the <br />plan is a good one and as presented, <br />gives adequate safeguards; and that <br />the City staff has come up with an <br />imaginative way to solve some very <br />serious problems. <br />Commissioner Doherty emphasized that <br />the important thing here is that <br />citizens did make their feelings kno <br />and efforts were made to solve those <br />concerns. At this point, he would <br />be prepared to accept the plan. <br />-3- <br />
