PUD-81-34, Richard & Ursula Ultsch et al <br />Application of Richard and Ursula Ultsch and Theodore Bates for <br />prezoning and development plan approval for a 2S6 dwelling unit <br />project on an approximately 29 acre site located on the north side <br />of Vineyard Avenue opposite Sauterne Way. The property is currently <br />prezoned PUD (Planned Unit Development) Medium Density Residential <br />District with certain conditions governing its development. The <br />Planning Commission may recommend approval of new prezoning and the <br />proposed development plan or make any other recommendations regarding <br />the subject property consistent with the General Plan. A negative, <br />declaration of environmental impacts was also considered. <br />Mr. Harris explained that this matter was continued from the 12/16/81 <br />meeting at which time the public hearing was closed. He indicated <br />the matter had been continued to enable the Commission to have <br />input from the City Council regarding sewer capacity, etc. He <br />said there are no changes to the staff report presented a~ the <br />previous meeting. <br />Commissioner Lindsey indicated the Commission had requested some <br />changes be considered with regard to the location of the recreation <br />center, etc. Mr. Harris indicated that a new site plan had been <br />furnished with the packet. <br />Chairperson Getty asked if 14 spaces for RV storage is a large <br />amount for this project. Mr. Harris said it is small. Chairperson <br />Getty then asked if there is a rule-of-thumb for recreational vehicle <br />parking. Mr. Harris responded there is none that of which he is <br />aware. <br />Chairperson Getty asked if there are any plans to widen Vineyard <br />Avenue from Pico Avenue to First Street. Mr. Schaumburg indicated <br />there are none. <br />Chairperson Getty said that homes in Vintage Hills are right across <br />the street from this development and asked if there is a problem <br />with severe runoff across the street or other parts of this <br />development slipping back. Mr. Schaumburg stated that this matter <br />is always addressed in the soils reports. He said there could <br />be some nuisance silt during the construction period but would be <br />reduced when the project is completed. He said that for an example <br />Chardonnay experiences some runoff. Chairperson Getty said that <br />during the rainy season heavy water runs down Adams and other <br />streets to Vineyard Avenue and there are hilly streets across from <br />the project. Mr. Schaumburg responded that parts of Vineyard Avenue <br />in the old section do not have proper storm drains like the new <br />areas have. He said the only flooding observed by the City in <br />the area is the pocket on Pico Avenue at Vineyard and they hope <br />to have this eliminated. He said as far as this particular project <br />is concerned engineering design will control on-site drainage and <br />there should be no problems. <br />Chairperson Getty then discussed runoff into the Arroyo with <br />Mr. Schaumburg. <br />-$- <br /> <br />
