Tom Orloff commented that between the citizens' and professionally <br />done traffic reports there was greater disparity on December 11, 1981, <br />Friday, Which he doesn't believe is typical of traffic movements; and <br />that December 17, 1981 was a prime shopping time around Christmas - <br />the difference is much less on a Thursday. He said he feels the <br />differences are accountable. <br />Dick Ivy, Barton-Aschman Associates, said his firm had been com- <br />missioned by the City to study more specifically items which had <br />been previously studied. He said they were asked to count traffic <br />on Friday and they did so on December 4, 1981. He said they came <br />up with 50o more cars northbound than the TJKM people and that the <br />Citizens' report shows 100 more than the Barton-Aschman report. <br />He also took counts on Santa Rita Road and Valley Avenue saying <br />his report was very close to that of TJKM. <br />Mr. Ivy further explained the contents of their traffic report done <br />for this proposal. Commissioner Lindsey asked if in making a U-turn <br />at Santa Rita Road with traffic coming southbound and traffic from <br />Santa Rita making a right turn onto Valley Avenue wouldn't be a <br />potential traffic problem. Mr. Ivy said there is a potential for <br />accidents but by doing away with the right-turn and squaring up <br />the return would help alleviate the problem, and that you could <br />probably put a stop sign in but he doesn't recommend that. He <br />suggested a yield sign might be used as enforcement. <br />Commissioner Lindsey asked why Mr. Ivy did not discuss this proposal <br />with the owners of the shopping centers. Mr. Ivy explained that <br />perhaps he erred but he wanted to present an unbiased report. <br />Commissioner Wilson asked about access using Alameda Street. Mr. <br />Ivy stated that his study did not take this into consideration as <br />it was assumed the residents of the area would be opposed. <br />Chairperson Getty asked if both shopping centers were restriped <br />would it help traffic on Valley and Santa Rita. Mr. Ivy stated he <br />looked at thasexitseoflthetshoppingd~enterseand proposedechangesd the <br />entrances an <br />Al Andre, 1195 Brooktree Way addressed the TJKM study which was <br />done during the holiday season. He said the study was done mid- <br />week and that their report (the citizens') was done in December as <br />it was the only time they had a chance to do it. He said some <br />intersections correlated reasonably well with the data furnished <br />in the two studies. He said that with regard to the worm diverter <br />a lot of extra cars would have to make U-turns. He said on Fridays <br />this would be especially bad at peak hours because autos would go <br />east onto Valley from the Wells Fargo Bank area of Amador Center, <br />have to immediately get into the left lane and then make a U-turn. <br />He said the professional traffic reports under estimate the actual <br />peak traffic that does occur in some of the areas and that putting <br />in a worm diverter at Amador shopping center on Valley Avenue <br />would create more problems. He said the traffic studies did not <br />address autos coming out of Amador Center turning right to make a <br />U-turn would have to cross two lanes of traffic to do so. He <br />-4- <br />
