addressed traffic turning right onto Santa Rita going down Black <br />Avenue as an alternate. He indicated Black Avenue to be a residential <br />street with houses fronting on it. He said this would not be a good <br />idea. He said he questions the proposal to open Valley Avenue to <br />make life easier for people who want to put in an apartment complex. <br />He said this would not be fair to existing residents. <br />He further said that if you read the reports furnished by the pro- <br />fessional traffic engineers, you will find that 105 cars disappear <br />from Greenwood to the shopping centers on Valley Avenue in the <br />traffic counts and there is no where for the cars to turn off <br />before this point. He asked what happened to the 105 cars. He <br />questioned the restriping of the lanes. He said their report was <br />done in December which is probably a good time of the year because <br />of the lack of sports events to which people are attending during <br />this period. <br />The public hearing was closed. <br />Chairperson Getty reiterated that at the last public hearing the <br />Commission asked for an additional traffic study for the project and <br />that has now been completed with input from the sourrounding <br />neighbors. She indicated a negative declaration now has to be <br />considered and asked the Commissioners for comments regarding the <br />new traffic study. She indicated the TJKP~I traffic study had been <br />discussed at the previous meeting. <br />Commissioner Doherty indicated that when Stanley Boulevard is <br />extended in the future it will impact traffic even more and com- <br />mended the citizens for taking the time to prepare their study. <br />He said he still feels there is a major problem with the intersection <br />of Valley Avenue and Santa Rita Road. He said he is not too com- <br />fortable with the traffic issue and he is not sure he would be <br />with any traffic study. <br />Commissioner Jamieson indicated he had no comments at this time. <br />Commissioner Lindsey indicated he makes use of the intersection of <br />Valley Avenue and Santa Rita Road frequently. He said it can be very <br />frustrating at times and indicated he is not sure a good solution <br />has been indicated. He said a U-turn at Santa Rita Road would not <br />be ideal but it seems better than going across Valley Avenue and <br />restricting left-turn only and would probably help eliminate traffic <br />accidents in that intersection. <br />Commissioner Wilson asked again why Alameda Street can't be used <br />for exit only and that a portion of the cul-de-sac comes out of that <br />property. He said he has a problem with building a major street and <br />having it go no where. Fie cited Mohr Avenue as an example as well <br />as Alameda Street. <br />Mr. Harris stated that the City came to the conclusion Alameda Street <br />could be a point of access for Orloff and it would eliminate some <br />left turns onto Valley Avenue but if the traffic report said the <br />-5- <br /> <br />
