Resolution No. 2115 was then entered and adopted approving Tentative <br />Map Tract 5008 as motioned. <br />PUD-81-23, Thomas J. Orloff <br />Application of Thomas J. Orloff for development plan approval and <br />PUD-High Density Residential zoning which would allow the construction <br />of 150 apartment units and 24 condominium units on a 9.31 acre site <br />located on the south side of Valley Avenue immediately west of <br />Safeway shopping center, north of Amador park and east of the <br />single-family residential lots fronting on Brooktree Way. The <br />property is currently zoned "A" (Agricultural) District. A <br />negative declaration of environmental impacts was also considered. <br />Mr. Harris presented the staff report and new traffic study done <br />by Barton-Aschman and Associates as requested by the Planning Com- <br />mission for this project. He stated that basically the study came <br />to the same conclusions as the report of TJKM regarding this same <br />subject. He said staff had asked that Barton-Aschman Associates <br />consult with owners and operators of the two shopping centers, i.e., <br />Amador Center and Valley Plaza. He stated this was not done as <br />requested. He said, an owner of one of the shopping centers indi- <br />cated to him verbally that they do object to a 'worm traffic diverter' <br />between the two shopping centers on Valley Avenue. He said they <br />asked that this part of the subject not be addressed with the <br />proposal of Orloff as they just found out about it. Mr. Harris <br />further said that the traffic engineer recommended the worm diverter <br />whether or not the Orloff project goes forward. <br />Commissioner Jamieson asked who paid for the study. Mr. Harris <br />explained that the developers paid the City for the study and the <br />City commissioned the traffic engineering firm of Barton-Aschman to <br />do the work. <br />Commissioner Wilson asked if the staff still stood behind their <br />recommendations dated 10/28/81. Mr. Harris stated they did. He <br />said the traffic report recommends the widening of the northbound <br />land on Valley Avenue and the worm diverter be added at this time. <br />Chairperson Getty then asked Walt Schaumburg, Engineering Services, <br />if he concurred that the worm diverter is needed now. Mr. Schaumburg <br />stated it is needed at this time. <br />Commissioner Jamieson asked if Mr. Harris cared to comment on the <br />Citizens' Report. Mr. Harris stated he would not inasmuch as he <br />didn't know it was being conducted and was not totally familiar with <br />it. <br />Commissioner Doherty stated that assuming the worm diverter was <br />installed would it help at all.
