l <br />Chairperson Getty said she believed the Council was asking for <br />direction from the Planning Commission in this regard. <br />Commissioner Wilson indicated there is a need for affordable set <br />aside now and perhaps we want to pxotect this. He said he could <br />go along with rental units being set aside for. a definite period <br />of time. <br />Chairperson Getty asked how permanent is permanent and asked if <br />in three years City Council could change i,t, <br />Commissioner Lindsey said he would recommend 25 years as opposed <br />to permanent. Commissioner Wilson stated he agrees with this. <br />Commissioner Doherty said 25 years is better than permanently. <br />Bill Hirst, 147 Bernal Avenue, spoke stating that a copy of a <br />letter he wrote has been distributed to the Commission. He <br />reiterated the three types of exemptions currently before the <br />City. He said the City Council has determined that as far as <br />the revenue bond program was concerned a project would have to <br />participate with 50~ of the development in order to get an <br />exemption. He said the Parish project cannot do this because <br />it would effect the bond rating. He said they don't disagree <br />with the lower income housing exemption but feels there is also <br />a place for exempting "unsubsidized" low income housing receiving <br />treatment as described in his letter to the Planning Commission. <br />Art Dunkley, Castlewood Properties, Ine. said the proposal is <br />designed for rental units and you have to make it practical for <br />Parish and others. He addressed guidelines. based on H.U.D. He <br />said arbitrary numbers should't be recommended in the staff report <br />unless a rental project is being considered. He said you have to <br />consider amenities, density and the size of the units. He said <br />if you evaluate those you can consider 80$ median income w~.thout <br />other reductions as affordable if it is "for sale project." He <br />urged the Commission not to be caught up with fixed numbers. <br />Commissioner Jamieson said more sewers will be needed if we are <br />to keep building. <br />Mr. Dunkley stated he agrees and that we don't have enough sewers <br />now according to the Mayor. He urged the City to take some action <br />now to provide sewers three/four years down the line. <br />Mr. Harris indicated that DSRSD is looking into the matter. <br />Commissioner Wilson indicated that if the new pipeline had been <br />wider it would have only cost cents per foot and now we are faced <br />with a forty million dollar proposal. <br />-22- <br />__..._...r_..__._ .. _ . <br />
