LOW INCOME HOUSING DESIGNP,TION <br />Mr. Harris explained the staff report stating that the City Council <br />had asked the Planning Commission to make a recommendation regarding <br />Lower Income Housing" exemptions from the Growth Management Pro- <br />cedures of the City. Mr. Richard Glenn, Assistant Planner, then <br />elaborated on this report. <br />Commissioner Lindsey asked how one would go about Controlling the <br />sale of the property the next time it is sold. Mr. Glenn responded <br />it would be very complex but could be done. Commissioner Doherty <br />said he has a problem protecting property rights and would not support <br />such controls. Mr. Glenn said one could reserve 10$ of a total <br />number of units and have them set aside.- <br />Mr. Glenn indicated that the original figure of 20$ set aside has <br />now been recommended for change to 25$ of its un~.ts permanently <br />reserved for individuals and families qualifying for federal <br />lower income housing assistance as defined by H.U.D. <br />Commissioner Wilson asked if the staff feels strongly about having <br />a permanent set aside and asked about the homeowner who makes <br />improvements to the structures. Mr. Glenn indicated the renters <br />and others would be tied to package of permanent set asides. <br />Commissioner Wilson spoke to a 10 or 20 year set aside, saying that <br />permanent is a long time. <br />Mr. Harris stated that under the original RAP and "Lower Income. <br />Set Aside" it was to have addressed people who would qualify for <br />Section 8 type housing. He further said that there are other <br />exemptions from RAP, Lower Income Housing, Mortgage Revenue <br />Bonds, etc., and the one addressed tonight has a specific place <br />in the housing market in Pleasanton and that is t© exempt from <br />RAP and have it fairly closely scrutinized and the staff iS <br />recommending permanent lower income set aside as a 'starting '~ <br />place.' <br />Commissioner Doherty indicated that if he purchased a piece of <br />property and 10 years down the line would like to be able to sell <br />the property to whomever at a price they are willing to pay. <br />Mr. Glenn indicated under the program there would be a limited <br />appreciation in his equity. He said he would like the Commission <br />to keep in mind that this sort of program is probably geared <br />toward rental units and in only limited cases would be a sub- <br />sidized lower income for sale project. <br />Commissioner Jamieson indicated that perhaps 25$ of units could <br />be set aside for a definite period of time, such time as to be <br />determined by City Council. <br />-21- <br /> <br />
