GP-81-10, ~._ty of Pleasanton <br />Application of the City of Pleasanton to amend the various elements <br />of the General Plan, where appropriate and necessary to allow for <br />modifications to the growth management system of the City (formerly <br />Residential Allocation Program, R.A.P.) The Planning Commission <br />may make any recommendation relative to the above modifications. A <br />negative declaration of environmental impacts will also be considered. <br />Chairperson Getty stated that this matter would be heard after 7a, <br />Determination of Use - Gail Sidhu, 4031 Stanley Boulevard. <br />Determination of Use - Gail Sidhu, 4031 Stanley Boulevard <br />Mr. Harris presented the staff report and recommendation to not <br />allow the subject use. <br />Commissioner Wilson addressed the automobile junk yard next door <br />to the property. Commissioner Jamieson stated he felt we should <br />look into other cases and see how many animals have been allowed. <br />Mr. Harris stated this has been done and is reflected in the staff <br />report. <br />Commissioner Wilson addressed the size of the lot and was told it <br />is about 3/4ths of an acre. Horses were then discussed and Mr. Harris <br />stated two horses are allowed on each 40,000 sq. ft. lots and one <br />is allowed for each additional 40,000 sq. ft. <br />Commissioner Jamieson asked why horses are allowed on the Madden <br />property. Mr. Harris reported that this property is in an agri- <br />cultural district or would be a legal non-conforming use. <br />Chairperson Getty asked if anyone in the audience wished to address <br />this matter. <br />Gail Sidhu, 1244 El Padro, the owner of 4031 Stanley Boulevard, <br />addressed the Commission. Ms. Sidhu said she would like to address <br />points brought out by the planning staff and Health Department. She <br />stated she doesn't have as many animals as that for which she has <br />applied. She explained that she has show rabbits, sells the off- <br />spring with the culls going for meat. She indicated she wishes <br />to establish a small rabbit farm. She said she would eventually <br />like to sell manure and currently uses it in the soil. She stated <br />that, yes, one day there was a foul odor. She said that when it <br />is wet it can be very unpleasant. She said the chickens work the <br />rabbit manure into the soil. She said she raises edible pets and <br />keeps no dogs or cats and that her proposal is very ecological. She <br />said she has attempted to determine who the complainant was but to <br />no avail. She indicated it was her desire to meet with the com- <br />plainant and settle all problems. She indicated that there had been <br />fighting cocks and other types of animals in the area which create <br />much more manure than do her animals. She presented pictures for <br />the Commissioners to see. She indicated that a fruit tree in the <br />neighbor's yard generates more flies than her animal farm does. <br />She stated in her opinion, there doesn't have to be a sharp <br />difference between rural and city life styles.
