Mr. Harris said there is not much traffic going easterly and most <br />of the people will use the western driveway. <br />A motion was then made by Commissioner Wilson, seconded by Commis- <br />sioner Doherty that the negative declaration prepared for case <br />PUD-81-34 be recommended for adoption inasmuch as approval of this <br />project would have no significant adverse effect on the environment. <br />ROLL CALL VOTE <br />Ayes: Commissioners Doherty, Jamieson, Lindsey, Wilson and <br />Chairperson Getty <br />Noes: None <br />Resolution No. 2118 was then entered and adopted recommend approval, of <br />.the negative declaration prepared for case PUD-81-34. <br />Commissioner Wilson said he wants all of the front yards ],antdscaped <br />similar to conventional residential areas by the developer. He <br />said further he wanted all interior streets to be 25 ft. paved plus <br />3 ft. curb-to-curb and a right-of-way of 4 rt. from the sidewalk. <br />He said the recreation .area is too small but that has been increased <br />a little bit by the developer. He said there is no way to enforce <br />no parking on the streets. Commissioner Lindsey said that a con- <br />dition of approval could be that the homeowners association enter <br />into an agreement with the City for police department enforcement <br />of :the parking situation. <br />Commissioner Wilson said there should be electrical garage door <br />openers because if cars are parked in the driveway in order to be <br />off of the sidewalk there is no way to get to the garage doors. <br />Commissioner Jamieson supported this. Commissioner Wilson further <br />said the front yard landscaping should include two trees with a <br />sprinkler system concerning condition number 7, and that number 17 <br />should reflect all guest parking be striped. Chairperson Getty <br />said they now show an RV storage area and basketball courts. Com- <br />missioner Doherty said the basketball courts are shown as a result <br />of concerns he had for recreational areas in the development. <br />Mr. Harris reiterated that Mr. Parish had~snggested at the. previous <br />meeting that perhaps the new homeowners would like to landscape their <br />own yards. <br />Commissioner Wilson asked the location of the trash enclosures. <br />Mr. Parish responded that 900 of the people put their trash con- <br />tainers in the garage because the garages are so large and that a <br />small percentage will be keeping the garbage behind the screened <br />fence. He said that the homeowners association will maintain <br />the recreation building, basketball court and landscaping area and <br />the street and since each of the residents will own their own piece <br />of land wondered who would maintain the redwood boards. He asked if <br />it would be possible to have the exteriors of the buildings main- <br />tained by the homeowners association such as is the case with <br />condominiums otherwise within a period of time there would be no <br />-11- <br />_ ... <br />
