Commission Lindsey inquired about the staff recommendation including <br />the Thorpe property as Low Density Residential and would it start from <br />behind the Molinaro property. Mr. Harris said it would start behind <br />the Molinaro property. He further indicated it is fairly hard to <br />general plan areas without streets and there has been no planning <br />for streets in this area and doesn't know, at this time, how much <br />sense it makes to have collectors at that location. <br />Commissioner Doherty asked if any consideration was given to using <br />Oakland Avenue extension including swinging to the Arroyo and <br />using that as a divider for Low Density Residential to the east <br />and Medium Density Residential to the west. Mr. Harris indicated <br />they hadn't talked about the boundaries being the extension of <br />Oakland Avenue. <br />Commissioner Doherty indicated he has been sensitive to that area <br />and that it should be Low Density Residential and believes at least <br />one or two of the residents would like to keep it that way. He <br />said Kamp and Molinaro want it to be Medium Density Residential at <br />the expense of losing some of the large lot spots left in the City. <br />Commissioner Wilson indicated that in his experience he has had Low <br />Density Residential lots against industrial or High Density Resi- <br />dential and they don't sell well. He said the Kamp property is <br />giving an opportunity to build some good high density in front and <br />screen off the balance. He indicated it appears Molinaro is <br />gradually working down to Low Density Residential and he really <br />thinks that is good planning. Economically it doesn't work to <br />put one-half or one acre lots across the street from High Density <br />Residential. <br />Commissioner Doherty said he is sensitive to buyers of one-half/ <br />one acre lots with High Density Residential District across the <br />street. Discussion then was redirected to case GP-81-9. Mr. Harris <br />stated the staff is satisfied with the Thorpe and eastern boundary <br />of the Molinaro and Kamp property being Low Density Residential. <br />He said the DeVor and Busch properties could go either way and <br />there is no great reason for distinguishing between those properties. <br />Commissioner Doherty said he is concerned with the DeVor property <br />and the impact on it if the owners later wished to expand their <br />facility. He said he wouldn't want to do anything negative with <br />regard to this business. <br />Mr. Harris stated the property is already zoned A (Agricultural) <br />and this designation is in conformance with Medium and Low Density <br />Residential. <br />The public hearing was opened. <br />Gil Barbee, Land Surveyor, 147 Bernal, presented his map and what he <br />would suggest for the land use designation of the subject properties. <br />He said many people on the north side of Mohr Avenue are his clients. <br />He said most of his clients want Low Density Residential and that <br />Molinaro wants Medium Density Residential and that Thorpe would <br />-3- <br />...._~_... _ ... . ... ......... _.. _,.___.r.___„_ . ,_ ,.... .. _.. ,.. .__... _,_. _...._, r_._ . <br />
