Planning Commission <br />Minutes 2/10/82 <br />Commissioner Jamieson said he received two telephone calls from <br />persons stating they had just received notice of this matter and the <br />homeowners association is having their .meeting this evening and <br />as a result requested a postponement on the application. <br />Chairperson Getty asked Mr. Harris if he had any comments with regard <br />to this suggestion. Mr. Harris said this is an unusual situation <br />and was brought about at the instigation of the City in order to get <br />proper access to property to the south.. He said the City Attorney <br />had a problem with Condition No. 1 because it actually effects <br />the Circulation Element of the General Plan. <br />Commissioner Wilson inquired as to whether the size of the Rheem <br />development would become larger with the proposed change. Mr. Harris <br />indicated it would be an increase of about four acres. Mr. Swift <br />said the property was zoned I-P and the Rheem development people <br />submitted a PUD application to allow additional uses besides those <br />allowed in the I-P District and now they are askingfor I-P zoning <br />for those four acres. <br />The public hearing was opened. <br />Rich Henkel, Devcon Development, spoke. He said they went along with <br />staff by putting in a street further back and this created a problem <br />with the Catholic Church for their future high school site. He said <br />the Church needs 15 acres for their proposed use.. 50, they have worked <br />out a deal with the Catholic Church to switch properties and the <br />escrow on this will close February 26, 1982. He said their proposal <br />would create a buffer for the high density of Sid Corrie and the <br />affordable housing project proposed by CPK. Further they have <br />committed to the Church to finish Rheem Drive. He indicated that if <br />for some reason Rheem Drive doesn't go in, the property should <br />probably be residentially zoned. He urged approval of their application <br />so that their escrow can close in a timely manner. Mr. Henkel <br />said that if weather permits, the project would start immediately. <br />Mr. Harris said the project couldn't start for a couple of months <br />because rezoning and the General Plan must go before City Council <br />for approval and that wouldn't be much before the end of April or <br />beginning of May. <br />Commissioner Jamieson didn't understand why Rheem Drive is so desired. <br />Mr. Harris explained that no building can take place until Rheem <br />Drive and Trenery have been constructed. <br />Commissioner Lindsey asked if the proposal was denied whether or not <br />the parcel would remain residential from Rheem Drive to the south. <br />Mr. Henkel explained the property switch and that they started out <br />with 110' frontage on Santa Rita Road but because it would possibly <br />cause a hazard they worked out a solution with the staff proposing <br />to put in Rheem Drive to Trenery and Trenery Drive to Santa Rita Road. <br />He indicated that rather than go through condemnation proceedings <br />they had to move the access back; .thus, making a more uniform project. <br />-7- <br /> <br />
