Commissioner Wilson indicated he didn't believe that the current
dilemma is the problem of Brad Hirst. Mr. Pereira said that
Jack-In-The-Box has had security guards in the past and it
never alleviated the problem. He further said the landlord,
Mr. Cupples doesn't know a problem exists and the Chief of Police
has no records of the problems.
Chairperson Getty indicated that in the downtown area they have
sat down with the police department and asked for their assistance
and suggested that Mr. Pereira do the same thing. Police Chief
Eastman said if Mr. Pereira would call his office tomorrow he
would be happy to meet with him. After discussion, an appointment
was made for 2:00 p.m., 3/11/82.
Commissioner Lindsey asked Mr. Pereira if he would consider sharing
the cost of a security guard or off-duty policeman. Mr. Pereira
said if it would be part of a program where they want to totally
eliminate the current problems, he would. If not, it would just
be wasting money.
The public hearing was closed.
Commissioner Wilson said he was concerned with the maintenance of
the property and that there must be a landscape agreement or
other vehicle for the maintaining of the landscaping. He said
he would encourage the City Council to do something when a
shopping center is allowed to run down like this one.
Commissioner Wilson also indicated that perhaps the staff can check
into the P.U.D. further and determine the development requirements
and standards.
Chairperson Getty said projects which are currently being approved
provide for the maintenance of the property. Mr. Swift said there
may be a landscape agreement covering the shopping center and that
the lighting typically is shown on the P.U.D. plans and if not it
is part of the improvement plans subsequent to the P.U.D. plans.
He said the City does not have any standards with regard to
candlelite power on lighting.
Commissioner Doherty said there are a number of video games in the
area, i.e., Safeway has them and other stores and shops -- they
are a fact of life. He said there are some current problems in
the area which must be taken care of but he could support the
application of Mr. Brad Hirst.
-20-
.. . _... ._~._... .......r__ ._
