Mr. Harris addressed to archaeological reports referred to in the <br />Draft Environmental Impact Report (EIR) and said it isn't essential <br />that the Planning Commission have them read by tonight. He said <br />the staff is asking that the public hearing be opened for testirnoriy <br />on the EIR itself which was made available a month ago. He explaii~ec <br />the 45 day comment period would end on April 27, 1982. He said <br />comments and testimony received by that time will be analyzed by <br />the City and become part of the Final EIR (Volume 2) and presented <br />for hearing with the project itself. He said the date of the public <br />hearing on the final EIR and project itself is tentatively scheduled <br />for May 19, 1982. He stated further that Prudential has furnished <br />comments. He said if there is anything lacking in the EIR or not <br />adequately covered that should also be brought forward at this time. <br />He did add that mitigation measures would be inclucaFC: on the project <br />as addressed by both volumes of the EIR. <br />Commissioner Wilson said the letter he has received from the <br />applicant states that the EIR covered acreages other than what <br />they propose and felt perhaps it wasn't its purpose to consider all <br />parcels in with Hacienda's phase 1. Commissioner Wilson said the <br />EIR covers more of the property than what they have sewer permits. <br />He said he would have preferred an EIR to cover the entire north <br />Pleasanton area, the cost of which could come out of the assess- <br />ment district funds. He said he doesn't know if this is possible <br />but that is his desire. He said Hacienda's phase 2 is not covered <br />by tree EIR, but the traffic studies show an overpass, an on and <br />off ramp, etc. and that the development of the entire north area <br />is larger than he can visualize. <br />Commissioner Wilson said the EIR doesn't speak to completing certain <br />streets at this time and he supposed it would go with Hacienda <br />Phase 2. He reiterated his position that he believes there should <br />be an EIR done for the entire area of north Pleasanton and paid for <br />out of an assessment district. <br />Mr. Harris stated that in the Draft EIR they tried to indicate the <br />impacts of the project itself (573 acres) vs. impacts of development <br />in the north Pleasanton area and depending upon the subject being <br />covered they will try to better clarify exactly what impacts relate to <br />the particular area. <br />Commissioner Wilson spoke to the relocation of the Chabot Canal and <br />improver~FZ~'.;-. to Tassajara Creek which are going through Hacienda <br />Phase 2 and the fact that the applicant's letter said the EIR covers <br />too much property. He said in his opinion, Phase 2 should be <br />included in the EIR. <br />Acting City Attorney, Brian Swift, said the matter is a complicated <br />one and that when the application was initially made, Hacienda didn't <br />own all of the property, part of it was owned by the Southern Pacific <br />Railroad.
