as the cumulative impacts in addition to other projects that <br />have been approved prior to an application being addressed. He <br />said the traffic reports furnished (three) were prepared covering <br />different areas. He said in Volume 1 the former Southern Pacific <br />property was included as light industrial but left out of Volume 2. <br />He said Volume 3 includes Hacienda Phase 2 with office uses. He <br />said that when the assessment district is underway we will have a <br />better idea of what particular improvements will be required from <br />Reynolds and Brown, Meyer and Hacienda. <br />Mr. Swift further said that while Tassajara Creek is being improved <br />during the first phase that physically it is located on the second <br />phase of their development. <br />Commissioner Jamieson said at this point one would think it would <br />be better to have an EIR done for the overall development. <br />Mr. Swift stated that the General Plan hasn't been amended to <br />accommodate the development. Mr. Jamieson responded that there <br />might be numerous things in Phase 2 that would effect Phase 1, <br />i.e., roads, overpasses, etc. <br />The public hearing was opened. <br />Larry Burklund, 3660 Virgin Island Court, Pleasanton, addressed the <br />EIR. He said it was his understanding that before Prudential. broke <br />ground they were to bring the creek (Arroyo Mocho) up to standard <br />for the canal running behind his subdivision. Mr. Swift responded <br />that it will be improved from I-680 to Bernal Avenue as part of <br />their approval for Phase 1. He said it is proposed to leave the east <br />side of the canal as it is and widen only the wester. r, side suffi- <br />ciently to prevent the 100 year flood of the property. He said <br />this wouldn't eliminate the flooding of the streets of Valley Trails <br />but would remove it from the houses. Mr. Berklund stated that during <br />this last winter Valley Trails, Val Vista and Del Prado flooded. <br />Mr. Swift responded by stating the developer intends to take care <br />of this even more than the recommendatiors proposed by the Corps of <br />Engineers previously. <br />Joe Madden, 3851 Vineyard Avenue, stated he reviewed the EIR and <br />doesn't see any comments regarding relief from the flooding at I-580 <br />and~Santa Rita Road which would be accomplished by the proposed <br />improvements to the Tassajara Canal. He said there are about 20 <br />houses and 50 small businesses in the area. He said this would <br />make a significant contribution on the health, safety and welfare <br />of people who live and work in this area. <br />-13- <br /> <br />
