MINUTES <br />PLANNING COMMISSION <br />4/28/82 <br />Page 9 <br />Resolution No. 2170 was then entered and adopted recommending <br />rezoning for case RZ-82-7 as motioned. <br />RZ-82-8, City of Pleasanton <br />Application of the City of Pleasanton to rezone approximately <br />10.4 acres of land located on the south. side of Bernal Avenue <br />extension between the tracks of the Western Pacific Railroad <br />Company and the Southern Pacific Transportation Company from <br />the "O" (.Office) and "I-P" (_Industrial Park) District and to <br />prezone approximately 15.1 acres adjacent and to the south for <br />a total of approximately 25.5 acres to the PUD (Planned Unit <br />Development)-High Density Residential District or to any other <br />zoning district consistent with the General Plan. <br />This matter was continued to 5/26/82 as a result of a request <br />of the San Francisco Water Department. <br />MATTERS FOR COMMISSION'S REVIEW <br />Initiate A General Plan Amendment as Necessary for the Hacienda <br />Business Park Planned Unit Development Proposal. <br />Mr. Harris presented the staff report and stated with the size <br />and characteristics of the proposed Hacienda Business Park in <br />order to have a balanced community it is necessary at this time <br />to initiate five separate general plan amendments relating to <br />growth management and circulation. These would cover the <br />Stoneridge Drive alignment, width of Las Positas, a policy <br />statement that truck traffic be channeled directly northward to <br />utilize the proposed frontage road south of I-580; minimize <br />access to Hopyard Road; and a policy statement for a balanced <br />community. <br />Chairperson Getty confirmed that by initiating the General Plan <br />amendments it is not to necessarily agree that there should be <br />changes but this merely sets forth applications for consideration <br />and public hearings regarding these matters. She asked about <br />the environmental assessment of the proposed general plan <br />amendments. Mr. Harris stated the staff would make a recommendation <br />which would be considered by the Planning Commission. <br />Commissioner Jamieson said he has concerns and doesn't want the <br />Planning Commission to be shut out of the process. Mr. Harris <br />assured Mr. Jamieson the matters would have to come before the <br />Planning Commission for recommendation. <br />Commissioner Wilson said there has been an EIR completed for <br />Hacienda, negative declarations prepared for Reynolds & Brown, <br />Meyer, Flying J and others in the area and would feel more <br />comfortable with an EIR for the entire north Pleasanton area <br />(not to be the responsibility of the Hacienda Business Park <br />people) but taken care of in an assessment district so that an <br />overall picture for the area could be established.
