He had concerns <br />with approving a development which doesn't have sufficient <br />sewer capacity. He said mistakes are hard to resolve and there <br />is potential for mistakes and doesn't want problems for the City <br />which would be impossible to resolve or correct. He indicated <br />the more he reads regarding this the more concerned he gets. <br />He said he has never been so concerned over anything in the City <br />as he is with the Hacienda proposal. <br />Mr. Harris stated with regard to Reynolds and Brown and the <br />Meyer development a mitigated negative declaration was prepared <br />for each and the difference between the mitigated negative <br />declaration requirements and the EIR requirements is that a <br />mitigated negative declaration indicates that there are in <br />fact significant adverse impacts which can be mitigated and <br />sets forth conditions under which this occurs whereas an EIR <br />sets forth impacts which sometimes cannot be mitigated totally. <br />He further indicated that traffic, air and noise studies <br />covered under the EIR are for the entire area. <br />Mr. Warnick indicated that while the requirement for an EIR <br />is a planning function, concerns of Public Works are covered in <br />the EIR with regard to traffic, assessment districts, sewer <br />capacity, etc. He said a study is being made by the developer <br />with regard to sewer capacity but that the developer does have <br />sewer permits for a portion of the development. He said there <br />are ways to solve the sewer problems. Commissioner Wilson <br />asked Mr. Warnick if he felt this EIR and the negative declarations <br />for the other parks are sufficient and that sufficient information <br />through the traffic study and other studies would solve the <br />problems of the general plan imbalance. Mr. Warnick indicated <br />that based on his experience with. regard to traffic, a greater <br />amount of study than any other development he has ever seen has <br />been made with regard to Hacienda. He indicated that it is <br />recognized that major improvements are necessary. Commissioner <br />Wilson asked if it is anticipated the City will increase its <br />engineering staff or get professionals to help in this matter. <br />Mr. Warnick said that both are being done. <br />Commissioner Jamieson indicated he shares Commissioner Wilson's <br />concerns. He further said his concerns are the same as those <br />mentioned by Commissioner Doherty relating to the racquet club <br />area -- can't see the light at the end of the tunnel whereas in <br />most proposals one can. He said they just can't seem to get a <br />clear total picture as to what will happen in the area. He <br />said perhaps the puzzle won't fit together doing everything <br />piecemeal. <br />Chairperson Getty indicated she believes many of these things <br />will be discussed at the 5/3/82 joint Planning Commission/City <br />Council meeting.
